How to Choose a Bakery Supplier in the UAE: A Checklist for Purchasing Managers
What hotel, restaurant and supermarket buyers in the UAE should check before approving a wholesale bakery supplier, from ISO 22000 and halal scope to cold chain.

Bread, pastry and cake are among the highest-frequency lines a hotel, restaurant or supermarket buys. A good wholesale bakery supplier quietly keeps service running. A poor one shows up in guest complaints, empty shelves and waste. This checklist covers what experienced purchasing managers in the UAE look at before approving a bakery supplier.
1. Certifications and, more importantly, their scope
Ask for current copies of:
- ISO 22000 (Food Safety Management System). Check that the certificate names the actual production site and that the scope covers the products you are buying — for example baking, blast freezing, packing and distribution of frozen bread, croissant and pizza.
- HACCP. Confirms hazards are analysed and critical control points are monitored on each line.
- Halal. In the UAE this should be issued by an approved certification body against UAE.S 2055-1 / GSO 2055-1, and the annex should list the products or categories you intend to buy.
A certificate is only as useful as its scope and expiry date. Ask for the issuing body’s details so your quality team can verify validity.
2. Product specifications you can hold them to
A serious bakery manufacturer can give you, for every SKU:
- Unit weight and dimensions (for example, a 28 cm, 250 g pizza base)
- Pack size (box of 20, 60 or 200 pieces)
- Storage temperature (frozen lines at −18°C)
- Thawing and baking instructions
- Ingredient and allergen declaration, and shelf life
If a supplier cannot produce a spec sheet, you cannot audit consistency.
3. Cold chain from their freezer to yours
Frozen bakery products only perform if they stay frozen. Ask how products are stored on site, how they are loaded and what vehicles are used for delivery across the Emirates. Agree what happens if a delivery arrives above temperature.
4. Consistency at volume
Request samples, then repeat the request a few weeks later. A croissant that is perfect at the tasting and different on the third delivery is a costly problem. Ask how recipes are fixed, how dough is weighed and how batches are traced.
5. Range and the ability to consolidate
Every additional supplier adds invoices, deliveries and receiving time. A bakery that covers bread, viennoiserie, cakes and pizza lets you consolidate spend and simplify receiving. Ask whether they can develop a custom size, recipe or private-label product if you need one.
6. Commercial terms
Clarify minimum order quantities, delivery days per area, order cut-off times, lead times for new products and how price reviews work. For hotels and supermarkets, ask about support for menu engineering or bake-off planning.
